iaps.TestServer update!

After a lot of uninstalling and reinstalling programs in attempt to get PHP to work with MySQL, we decided to reinstall Windows Server 2003 and re-work everything from a fresh install. We plan to have the server up and running again within the next hour or so. (currently 08:54)
